The Hanksville Town Council convened its regular meeting on the 3rd day of July 2025 in the Hanksville Community Center; meeting commenced at 6:00pm.
Present: Mayor Jeffren T. Pei, C. Mona Wells, C. Morgan Stephen, and C. Robert Gilner
Absent: Treasurer Jessica Alvey and C. Eric Wells
Employees: Clerk Lisa Wells
Public in Attendance: Ashton Brian, Fivecoat, and Slate Banner.

Mayor Jeffren T. Pei:
The mayor would like to purchase bleachers for the arena and the gun range. He found 13 sets w/5 rows of benches for $15K and will make an offer of $13.5 if the council would like to purchase them. The council thought it was a good idea.

Planning Commission:
Ashton Brian - The planning commission has shifted their timeline and their next meeting will be the public hearing on July 17, 2025. That meeting will be advertised 7 days prior and the public hearing is for the public to comment on the changes to the Subdivision Ordinance. They will get a draft of the ordinance to the council members to review by July 10th.
Scott Livingston will be remodeling the old Hunt gas station that is on his property and wondered if he needs a building permit. The council and planning commission agree that if he is not changing the footprint of the outside structure of the building then he doesn’t need a building permit. Clerk will inform Mr. Livingston, he does plan on getting a new water/sewer connection for that building.

Election update - Primary election will be August 12th for the mayor seat. Clerk met with the Wayne County clerk, Felicia Snow to get information on how to run an election. Cameras need to be purchased because any time ballots are handled it must be recorded. 3 poll workers are needed for both elections, Sue Fivecoat volunteered to be a poll worker. 2 people must be involved any time the ballots are handled such as when picked up at the post office or out of the ballot box.
Tabled Business: The council reviewed the packets given to them by Utah Coalition of Cities and Counties and agreed to check out this company on their website and there was a discussion of what UC3 could do for our town. The council will make a decision later if they would like to become a member. Also, check with Wayne County to see if all the municipalities are joining then the cheaper price would be available. It would currently cost about $850 for Hanksville to become a member.

Public Comment:
Slate Banner - Presented his plan to make the turn around spot on 80 S that ends at his property smaller than is outlined on the subdivision map. He has contacted all residents who live on 80 S so make them aware of his request. Because the boundary line of the turnaround is in the subdivision he had to make a new subdivision boundary line (See attached pictures to the minutes). He will get on the agenda for approval of his plan at the next council meeting.
Ashton Brian - 4th of July report -Brian Farm has donated a nice smoker that they have designated all money collected from the raffle will be donated to Bobbie Jo Cartmell. .
