- Free Music Concert in Hanksville – June 5th
The Torrey Chamber Music Festival will be stopping in Hanksville, UT for a free preview concert on Thursday, June 5 at 6:00 PM . The performance will be held at the Hanksville Old Church . This event is part of the Festival’s 2025 Musical World Tour , offering a chance to hear a selection of classical and world music performed by a small ensemble of musicians. It’s a free community event open to all ages and is presented in partnership with the Entrada Institute . The Hanksville Town Council meeting convened its regular session in conjunction with a public hearing for the ordinances on the 1st day of May 2025 in the Hanksville Community Center; meeting commenced at 6:00pm. Present: Mayor Jeffren T. Pei, C. Mona Wells, C. Morgan Stephen, C. Robert Gilner and C. Mona Wells Aye: All in attendance. Report of Officers: Council member Mona Wells: She is working on get the project together to put up the walls on the pavilion at the cemetery. She will call on pricing for a pre-built roof to add later. The donor will give money now if the project gets finished. Council member Morgan Stephens: She has considered the pros and cons of selling the affordable housing units. The cons to keeping it are that there is a list of items that need repaired and the local contractors are very busy and it’s expensive to have a contractor from out of the area so repairs do not get done as needed. Also, there is a concern that if this property gets sold to a private person or company then there will be no affordable housing in Hankville. The council will continue to discuss possibilities of selling and if they want to move forward. The item is tabled until the next meeting. Council member Eric Wells: The sewer project will be finished up next week. Jones & DeMille will host a luncheon on Tuesday, May 6th ath the Hanksville Community Center for all involved - contractors, town, and engineers. Following up on the mini-excavator purchase. Eric has received a quote of $83,000, they would give $44,000 for trade-in value of old equipment. If there is money not used from the sewer lagoon repairs Eric would like to use it for a vac truck w/jetter or to clean the sewer lines. He will find out if that is possible. Council member Robert Gilner: On 80 south there is a section that needs to be repaired, a cold patch would work for this project. The crack seal project will be moved to fall since it is getting too hot. The amount needed will be in the next FY budget for the project. Mayor Jeffren T. Pei: The gun range project has not had much progression in the last month. They discussed the need for volunteers if that would be helpful for the mayor, if he could lead them to do what is needed. The mayor will contine to work on that. Mayor reminded everyone of the upcoming declaration of candidacy if anyone is considering running for the open seat of mayor and (2) 4yr term council seats. Treasurer Jessica Alvey: Absent Clerk Lisa Wells: Bills presented to council for approval (spreadsheet attached) Motion to approve bills: C. Mona Wells; Second C. Robert Gilner. Aye: All in attendance. Review of FY 2025 budget and preliminary FY 2026 budget. The FY 2025 budget will need to be amended to account for the EMS services addition from Wayne County that was not budgeted. A work meeting was scheduled to discuss and adopt the preliminary budget on May 22, 2025 at 6pm. UtahUC3.org would like to attend a council meeting if the council is interested in seeing how they can help Hanksville. Clerk will email the information regarding this organization. Planning Commission: Ashton Brian - They are continuing to work through our subdivision ordinance to bring it up to date with current Utah State code and best fit it to the needs of our community. The current ordinance is written as: “Does not create more than a maximum of of two (2) total parcels from the original parcel;” The P&Z suggestion: Change to a maximum of three (3) total parcels from the original parcel ONLY if each parcel has approved road and utility frontage. P&Z hopes that this would help young families have an opportunity to move back by allowing “mom7dad” to break up their property without the additional costs of a subdivision process. Regarding the anonymous concern over 100 N and Center - the property across from Bull Mountain Market - NOTE: An email was sent to the mayor, council members and clerk. They were upset that Hanksville allowed this property to be sold and then used for residential use instead of commercial use. The property owner in question does not currently have a business license. Based on the information available, there is no evidence of commercial activity occurring on the property at this time. As such, a business licens is not presently required. Should the owner choose to engage in any business operation in the future, they would need to obtain the appropriate license under Title 6 of the town ordinances. Summary of investigation: No current violations of town ordinances have been identified regarding the property in question. The installation of utilities represents a responsible and sanitary step consisten with town goals. The property owner’s use of the land appears lawful under current zoning rules and does not preclude future commercial development. The Planning and Zoning Commission remains focused on long-term growth strategies that promote fairness, compliance and opportunity. May 13, 2025 will be the next planning commission meeting. Tabled Business: None New Business: Application of a new business license from Ronnie and Tracy Albrecht for their trucking company. They do long haul trucking and their base is Hanksville. Report of Officers: Council member Mona Wells: There is an anonymous donor that would like to contribute to the completion of the pavilion at the cemetery. The budget for the cemetery has been spent this fiscal year but with a donation the project could be completed. C. Mona Wells will work on that project. Council member Morgan Stephens: She would like to contract out the repairs that are needed at the affordable housing. The mayor brought up the idea of selling the affordable housing property on the open market due to the upkeep required on the buildings. The money received from rent is invested back into the property, not a money maker for the town. They will continue to discuss the pros and cons of selling this property. Tabled this issue. Council member Eric Wells: When the water treatment plant was installed, part of the project was to install radio read meters - the company that provided the radio software went bankrupt and the town does not have the ability to read the meters except manually. Peterson Plumbing has some ideas they would like to present to maintenance. The town has the meters for auto read but not the software support. Peterson Plumbing could provide cellular data for $6/meter/year. Eric will continue to research and meet with Peterson Plumbing and report back to the council. The sewer lagoon project is on schedule to be substantially completed by the end of May. They next meet in Hanksville on Tuesday, April 8th at 1pm at the town building. The town has received a significant amount of revenue from the sale of bulk water. Eric would like to use that money to upgrade the excavator. The current excavator is a safety issue as it does not have the ability to dig deep enough at times for the plumbing of utilities and he has to dig down and then drive down in the hole to dig sufficiently deep enough. He will reach out to several dealers with the potential of trading in the current excavator and get pricing. Council member Robert Gilner: Absent - C. Eric Wells will meet with C. Gilner about the crack seal project that Gilner has been working on to set a date to make that happen. Mayor Jeffren T. Pei: The R6 monthly mayors and commissioners meeting will be held in Hanksville on April 22nd. They will meet at the gun range to look at the new features and improvements made through the grant. They will also shoot some clay pigeons and have dinner. The council agreed to provide the dinner and assignments were made. The mayor attended a leadership meeting and shared with the council his insights of having courage to share ideas openly with the council and the public. Don’t be afraid to speak up and speak out about goals and dreams for the town. They discussed annual Hanksville events, C. Eric Wells will not be able to be in charge of the 4th of July this year. Ashton Brian volunteered to head that up. There will be fireworks and the fire department will be responsible for that. The mayor requested that the open burn permit application be available for everyone on the town website. Hanksville Flyers for all businesses - the council would like to order those again. Notice of declaration of candidacy has been posted - it will open June 2nd - June 6th during regular office hours. The mayor seat is open and the 2 year term seats - Morgan Stephens and Robert Gilner - are open. Planning Commission: Ashton Brian - In an effort to improve communication between the planning commission and town council and to reach a more efficient process for amending ordinances and advising the town council on whatever other matters they see fit. The planning commission will plan a prepared discussion point for each regularly scheduled town council meeting to go over during their allotted time on the agenda. They will send out a memo beforehand through email to the council on what will be discussed. The planning commission would like a commitment from each council member that they will read the material sent from the planning commission prior to the meeting and come prepared to discuss the agenda item in the meeting. The council agreed to this process. The next planning commission meeting is scheduled for Tuesday, April 8, 2025. Tabled Business: None New Business: Business license application was received from Caib and Ashton Brian to conduct mule-drawn wagon tours in town. Their plan is to provide the traveling public an opportunity to experience Hanksville and learn about the history of the town and enjoy the panoramic views of our area from a wagon ride. (Andy was unable to attend due to a last minute tow call)The council discussed his property, agreed that he has been following the stipulations the council put on him last April. There have been no complaints from any citizens regarding noise or a nuisance to neighbors. Council agreed to revisit his conditional use of property annually. Eric Wells the need to upgrade some equipment. They will continue that discussion. Council member Robert Gilner: C. Gilner has a quote for $2500 in materials and $450 in rental of equipment to crack seal the town streets. He has several volunteers that will help with that. The council agreed that he should move forward with this project to prolong the life of the streets. Mayor Jeffren T. Pei: The Utah Outdoors Grant will open March 17th, this grant could help with our parks, recreation areas, trails or possible pavilion. He is discussing with R6 regarding a land swap with the BLM. The next planning commission meeting will be February 11, 2025 at 6pm. Katie Roberts - The 3 year term that the original planning commission signed on for is coming to an end this month. Whe is stepping down, she will make assignments at the next planning commission meeting and will vote to appoint Ashton Brian as the new president. Jan Hunt and Chylene Whipple are also stepping down. Tie vote on this motion. This item will be tabled. A work meeting was scheduled for February 20, 2025 for council to discuss the zoning ordinance. The public will be notified of vacancy on the planning commission and applications will be accepted and submitted to the council for their review and appointment. New Business: Doug & Mona Wells - Discussion regarding their property that borders a town well. Mona stated that the town doesn’t have legal access to the well by their property. Doug and Mona are proposing an access road that could be used but currently there is a Garkane power pole directly in the path of the proposed access route for the town to access that well. They are asking for help from the town to approach Garkane about moving the pole about 8’. They then would give a right-of-way to the town to access the well. Mayor Pei said he would contact Garkane about the possibility of moving that pole and what the cost would be. Doug Wells will get with Eric and explain his thoughts on how and where the access would be moved. Tyson Hunt - He submitted a bill back in December for $1100 to repair a firetruck at the mayor’s request. That bill was not approved and Tyson was told those repairs would be paid by Wayne County. He also was wondering how Dana DeMambro was paid for this work and he wasn’t. The council approved to pay $250 to Mr. DeMambro at the last council meeting because Tyson asked Dana to help with the repair. The mayor said originally he wanted the town to have control of that particular fire truck because it is owned by Hanksville Town, but, according to the mayor, Wayne County wants that fire truck to stay in the county fleet as a backup. He said Wayne County will have to pay for that bill. After some discussion with the counci8l they decided to compromise with Tyson, Mayor Pei paid $500 to Marina through Venmo out of his own pocket, so the council agreed to pay $350 directly to Tyson Hunt for the repairs. The mayor directed the clerk to bill the county for this repair on the fire truck. At the 1/16/2025 council meeting “the mayor directed the clerk to send an eviction notice without the possibility of catching up on the rent but just an eviction notice.” (Quote from minutes of 1/16/2025 meeting). Clerk Lisa Wells sent the eviction notice. Council discussed with Tyson that he continues to be late on rent. He has received several eviction notices. Tyson argued that if he would have been paid the $1100 owed him from the town then he would have paid his rent. As of today, Tyson Hunt and Marina Pei owe $1475 (3 months past due) C. Robert Gilner said to give them another chance and C. Mona Wells would agree to that. C. Morgan Stephens stated that this is the last chance that she will agree to this, only because there are children involved. Council agreed that if Tyson would pay tonight $1475 then he would not be evicted. Tyson Hunt agreed to pay in full. Public Comment: Ashton Brian - Asked the council to give some feedback to the planning commission on what they expect regarding the draft ordinances because it appears that they are at a standstill with the council. - Hanksville Town - Sewer Lagoon Improvements
Sponsored by Utah State Water Quality Board We are excited to announce upcoming improvements to Hanksville's sewer lagoon system, a crucial infrastructure project aimed at ensuring continued service for our residents while protecting our local environment. Project Overview This project is wholly or partially funded by the Environmental Protection Agency (EPA) and sponsored by the Utah State Water Quality Board. Why This Project is Needed On September 1, 2001, a significant flood event caused damage to the lagoon embankments and deposited sediment into the system. Without proper reinforcement, future flood events could compromise the lagoons, posing risks to both our community and the surrounding ecosystem. Project Goals Implement an engineered solution to protect the lagoons from future flood damage. Ensure the continued safe and reliable operation of the sewer system for Hanksville residents. Prevent untreated sewage from entering the environment. This project is a vital step in strengthening our town’s infrastructure for the future. We appreciate the support of the Utah State Water Quality Board and the EPA in making these improvements possible.

The Hanksville Town Council meeting convened its regular session in conjunction with a public hearing for the ordinances on the 16th day of January 2025 in the Hanksville Community Center; meeting commenced at 6:00pm. Present: Mayor Jeffren T. Pei, C. Robert Gilner, C. Eric Wells and C. Mona Wells Absent: C. Morgan Stephens Employees: Clerk Lisa Wells and Treasurer Jessica Alvey Public in Attendance: Planning Commission members: Ashton Brian, Duke Alvey, Sara Bradbury, and Celeste Sellers Meeting to Order: Mayor Jeffren T. Pei Pledge: Mayor Jeffren T. Pei Prayer: C. Mona Wells Roll Call: Mayor Jeffren T. Pei Motion to approve minutes from the December council meeting: C. Eric Wells; Second C. Robert Gilner Aye: All in attendance. Report of Officers: Council member Mona Wells: The block has been purchased to finish the pillars and walls for the pavilion at the cemetery.The mayor would like this project finished as soon as possible. Mayor Pei would like to see things happening in Hanksville that he sees in other towns in Wayne County, such as veterans memorial, Bicknell Heritage park, sidewalks with street lights. He advised the council to go after grant money that is available, more effort is needed by the council to obtain funding for these types of projects. Wayne County Special Service District is just one source of funding that is available, as per the Mayor. Council member Morgan Stephens: ABESNT The rent increase to all tenants was effective on January 1, 2025. The tenants in Apt #2 are 2 months behind again, the mayor directed the clerk to send an eviction notice without the possibility of catching up on the rent but just an eviction notice. C. Eric Wells suggested selling the town housing units, the mayor sees that as a possibility. Council member Eric Wells: The sewer project is coming along as planned. Council member Robert Gilner: In addressing the need to crack seal town streets to prolong life, C. Robert Gilner has 4 citizens willing to volunteer their time. He is obtaining an estimate for the amount of material that would be needed to complete the crack see. The town would pay for rental of the equipment that would be needed which he estimates would be around $600. Mayor Jeffren T. Pei: Discussed the Outdoor Recreation grant that is now open and would like the council to look at any projects that they have that would fit into this grant to act now to apply for this funding. Treasurer Jessica Alvey: Provided training to the council regarding conflict of interest. If someone on the council has a conflict of interest, there is a need for the rest of the council to step up and ask questions about the project and make sure there is transparency for the public on any conflict. Nothing should be done quietly in town business. If you have a conflict, please state the conflict at the beginning of a discussion. Recuse yourself from voting if it directly benefits you personally or a company that you are an owner of. Conflict of Interest statements were signed for 2025 from council and employees that were present. These are now required to be posted on the town website. The clerk will gather new statements from the planning commission at their next meeting. Clerk Lisa Wells: Bills presented to council for approval (spreadsheet attached) Motion to approve bills: C. Eric Wells; Second C. Mona Wells. Aye: All in attendance. Town event assignments - Council agreed to table those assignments. Brown Brothers Construction - They are gearing up for the Hanksville Diversion Project and have contacted Kevin Hatch to state a couple batch plants on for the duration of the project. Do they need to apply for a temporary zoning change for the property areas as shown on the map presented to the council. Elis Brown spoke with the clerk and he would also like to extend the water line to the property and put in a hydrant so he can get water from the hydrant at the site. The council agreed to have the planning commission look at this request. Planning Commission: Ashton Brian - Brought up the cul-de-sac on Slate Banner property that he asked to be made smaller; she would like to discuss a through street here instead of the cul-de-sac, if all the connecting property owners had an interest in making that change. She will talk to the property owners and discuss this at the next planning commission meeting on Feb 11th. Tabled Business: Zoning and Land Use Ordinance Document - Mayor Pei stated that now is the time for the council to look at this document. He would like to proceed by having several work meetings to discuss each section of the document. All the council members that were present agreed to slow the process down, look at each section and vote on each section. Ashton Brian brought up that 3 members of the planning commission may resign if it is not passed. The council agreed to schedule a work meeting for next Thursday, January 23, 2025 and they will continue to hold work meetings for as long as it takes. New Business: New business license - Caleb & Sara Bradbury - CSMR Rentals, LLC - submitted an application and paid the fee of $75. Motion to approve the application for a business license to CSMR Rentals, LLC for short-term rentals of their property at 85 W. Rookie Lane. C. Eric Wells; Second C. Mona Wells. Aye: All in attendance. Bid opening for pavilions at the gun range - None received. Cost of living pay increase for maintenance and clerk’s office - Motion to approve wage increase of Eric Wells by 5% and increase Lisa Wells to $20/hour and Treasurer Jessica Alvey to $15/hour. C. Public Comment: Celeste Sellers - Informed the council that her research shows that he works with the Utah League of Cities and Town - and she has concerns about the potential influence of these external organizations, advising caution and questioning decisions. She stated that if the town would have listened to her as a voice of warning, the town wouldn’t be in the position that it is now in. She is getting older and may be less willing to engage in a warning voice in the future unless it directly inpacts her or her family. Motion to adjourn: C. Eric Wells; Second C. Mona Wells. Planning Commission: The Dennis Ekker subdivision has two lots that are landlocked so there has to be a cul de sac. He is in the process of getting approval from the BLM to get a right-of-way so he can put in a through street. The P&Z voted to approve his application with the stipulation that if he gets the through street then the road will be 55’ wide. Motion to approve a through street in the Dennis Ekker subdivision but if not approved then to allow a 55’ road C. Robert Gilner; Second C. Morgan Stephens Aye: All in attendance. The planning commission encouraged the counto to write a letter of support to the Mr. Mike Utley at the BLM. Ashton Brian would like the ordinances on the agenda for the January 2025 council meeting. Tabled Business: None New Business: Brock Jackson - presented information of upcoming events. Regional Growth Summit Mini training on February 27, 2025 - this will be Land Use Focused. Performance Bond Training on January 30th from the Property Rights Ombudsman office. Utah Outdoor Recreation Grants opens January 13th - this could help with park projects like play ground equipment or a splash pad Hazard Mitigation Plan Survey - Give input through the survey - municipalities can adopt this mitigation plan to be in compliance. Slate Banner - discussed the turnaround at the end of 80 south - this property was surveyed back in 1988 and it is a very large turn around - he proposes that this turn-around be resized to 100’ space. Deputy Brennen Ellet - Wayne County Sheriff’s Office - requesting office space in the Hanksville Community center to allow WCSO to do paperwork in Hanksville. This space would help facility any WCSO deputy with the breathalyer, search and rescue crew or Utah Highway Patrol officers if needed. Jessica Alvey - Red Desert- Requests approval from the council regarding several different property splits. Each property presented will be divided once and each lot will be bigger than ¼ acre. She will then apply to Wayne County for a separate parcel # for each lot. Public Comment: Margaret Re - Hanksville Canal Company President - Informed the council that the contract for the Hanksville Diversion Dam project has been signed and the contractor will do preliminary work starting in January 2025 and will begin in earnest May or June 2025 with a projected completion date of Summer 2029.
