The Hanksville Town Council meeting convened its regular session on the 6TH day of April, 2023 in the Hanksville Community Center; meeting commenced at 6:00 p.m. Present: Mayor Jeffren Pei, C. Morgan Roberts Aye: All in attendance Council member Mona Wells : Absent Council member Tanesha Conder: Absent Council member Morgan Roberts: Nothing to report Council member Eric Wells: The main water line that had to be moved due to the UDOT project at the Bull Creek bridge crossing High way 24 is now complete and the town is waiting for the contractor to finish their portion and then Eric will take water samples. The water is back on at the park for sprinkling and there were repairs to the park well to keep it operating. Mayor Jeffren Pei: There is a need for a survey of property that involves Hanksville Town, Doug and Mona Wells and Stoney Jackson properties, where they all come together. The mayor would like to get clear where the easements are and where the property lines are and if they can be traded to benefit all parties. The mayor will draw the areas he would like clarified and see if a swap for a road can be made with the property owners. Mayor assigned Anthony Jones to take all the used tires at the park out to the gun range. The mayor would like to get the property of the park and the gun range in the town’s name. Mayor directed clerk to send an eviction notice to Tyson Hunt and Marina Pei for failure to pay rent. Council agreed to use Transient Room Tax money to upgrade/repair the Welcome to Hanksville signs. C. Eric Wells will be in charge of the project. - Remembering Patrick "Tico" Pentico
Today we remember Patrick Ryan Pentico, who we lost on 3/31/2005. Patrick Ryan "Tico" Pentico, age 32, from Hanksville, Utah, was killed in a plane crash in Albania. The aircraft was flying 300 feet above the mountainous terrain when it was approaching a ridge. The airplane was not able to clear the ridge and stalled as the crew attempted to climb away. The aircraft struck the ridge, destroying the aircraft and killing all nine crew members on board, including SSgt Pentico. In 2003, with one engine down and their plane heavily damaged by enemy fire, the pilot and Patrick's crew safely landed a C-130. All 58 people on board survived, but he never bragged about his accomplishments. The Airlift/Tanker Association awarded Patrick and his crew the Gen. P.K. Carlton Award for Valor for safely landing a battle-damaged C-130. The plane was transporting special operations forces during a mission in the opening days of Operation IRAQI FREEDOM when it received heavy enemy fire. During the mission, the plane took 19 hits from anti-aircraft artillery fire, one shell shattered the pilot’s windscreen. The plane landed with three of the four engines operating. Some of Patrick's closest friends never knew he had received the award. RIP Patrick. You are never forgotten. On this day of remembrance you can visit our local memorial for Patrick Pentico here.
- Town Water Scheduled Shut-off
On Monday, April 3, 2023 the town water will be shut off at the following locations: Post Office, Hanksville Town Housing apartments and Hanksville RV & Storage. The water is expected to be off for a 4 hour window, we apologize for the inconvenience but changes are being made to this section of the water line that require a shut down for a short period of time.

He can delegate to Anthony items that he can fix. The fire house inside has been painted along with unit #6 at the housing. C. Roberts has begun to make plans for the 4th of July and is getting feedback from the town about events. The D.U.P. ladies would like to a Bingo lunch on the 4th. Council member Eric Wells: Absent Mayor Jeffren Pei: The mayor and C. Eric Wells along with the clerk met with Jones & DeMille about the sewer lagoon repairs and that project is moving forward and hopefully ready to bid by the end of April. Carl Hung might be willing to allow the contractor to stage equipment on his property; C. Morgan Roberts also said they could stage equipment on her property if that is more suitable. UDOT has been working with the town on moving the water lines that have been disrupted due to the work on Bull Creek crossing on Highway 24. The town is willing to donate spare valves and fittings for the project and Curtis will make a deal with UDOT to provide the labor. Tyler Moore has a contact to repair the generator at the Navajo well. Ensign Engineering has not reached out regarding the leftover grant money that wasn’t spend on the roads project; how can that money be used and when is the deadline that it needs to be spent. Mayor has an application for repairs on the gun range that is ready to submit. There is a possibility of money available through the Wayne County Special Service District. Mona Wells Aye: All in attendance. Informed council of Six County Annual meeting with the town. Any project that the council would like funded by CIB needs to be on the list. All council members are encouraged to attend this meeting as well as representative from planning commission. The planning commission would like a lawyer to review the new zoning ordinances. Council discussed ordering more flyers Planning Commission : Katie Roberts shared with the council that Jessica Alvey sent a letter to the planning commission regarding lot sizes and is requesting the commission consider ¼ acre lot size minimum verses a ½ acre to facilitate cheaper lot for future sells that would help accommodate the working families that need to live here and work here. The commission discussed at their meeting in keeping aligned with the opinion of most people they are leaning towards ½ acre lot size minimum. C. Morgan Roberts likes that ½ acre lot a suggested maybe ¼ acre lot minimum in the 4 square block or main street and center and then ½ acre lots beyond that. C. Mona Wells said you can’t dictate pricing and what a lot will sell for. The mayor would like the commission to map out the potential growth in the town and see how much property the lot size will affect. Mayor said it would benefit the town through smaller lot sizes as there would be more connections of sewer and water. Sara Bradbury said set a ½ acre lot size now with the possibility of changing the zoning to ¼ acre lot at a later date. Tabled Business: NONE New Business and Public Comment : Building permit was presented to the council from Eric and Patricia Fairbanks for approval from the council. Mayor discussed with the planning commission that going forward he would like building permits to be presented to the planning commission for review; making sure they meet the zoning requirements and the president of the planning commission can sign the building permit. The mayor can sign a building permit if the planning commission is not available. then to the council for approval. The building permit for Eric and Patricia Fairbanks was approved and signed by Katie Roberts, the planning commission president. It is possible for Hanksville to issue the building permits if the council would like to pursue; there is a process the town would have to go through to get set up to handle all building permits in the town boundary. There is still discussion of who will be responsible to pay for materials and time to move the line. UDOT said they got approval to clean out Bull Creek from the new crossing under the road going north to Fremont River. Mayor Jeffren Pei: The remaining grant money on the roads project must be spent on items within the scope of work of the original road project. Asphalt patches are needed and also the drainage issue by the firehouse at the park that was discussed in the original plan of the road project. No funds were approved by FEMA for the flood event in August 2022. Moving forward to apply with USDA for funds of $1.6 million for a dike south of town to protect from Bull Creek flooding, new bridge at the Bull Creek crossing by Ernie Robinson’s property, Locust Lane Road that has been damage by flooding, sewer ponds and also cleaning out Bull Creek. This was the full scope of the project from the beginning but they have cut out of the project the sewer lagoons (that project is being completed with other funding) and Locust Lane repairs. Which has left the small dike south of town, cleaning out Bull Creek and the town bridge crossing of Bull Creek. This grant requires 20% matching funds of about $320 thousand; the majority of the money would be spent on rip rap building the mile long dike, the second project would be cleaning out Bull Creek and the last project will be repairs to the town bridge crossing Bull Creek. The mayor is estimating that out of the $1.6 million about $400K to $500K will be needed for projects with in Hanksville Town boundaries. Some of this project, the mile long rip rap for the diversion is outside Hanksville Town boundaries and would require the majority of the funding. Wayne County commissioners have backed out of the project leaving Hanksville to figure out how to fund the project. Mayor is trying to see if the money already spent for in-kind services on the day of the 9.1.2021 flood will count toward the matching funds and also future spending on materials. The mayor will be attending a meeting tomorrow regarding this and looking for clarification of the matching grant stipulations. Is it 50% in-kind services and 50% cash to meet the 20% matching fund requirement. Conflict of Interest statements – Yearly form that each council member and town employee need to declare and sign. 2023 Elections – 2 – 2-year term council member seats and 2 – 4-year term council member seats will be open and any interested candidate will need to file their intent of candidacy in June. 2023 Town event assignments: Easter – Tanesha Conder 4th of July – Morgan Roberts Founder’s Day – Mona Wells Christmas Tree Lighting – Eric Wells Planning Commission : Katie Roberts – Met with the clerk to discuss Hanksville specific ordinances that are already in place and getting those aligned with the zoning ordinance and deciding if they need updated. The planning commission meeting was very productive following this meeting and Katie will continue to meet with the clerk’s office. The planning commission would like to align what Hanksville already has with what could possibly be changed such as business licenses. Hanksville has several different fee rates versus the Torrey sample ordinance has one fee for any business license. They are considering the building codes to match Wayne County zoning for property set-backs and maybe lot sizes. Tabled Business: NONE New Business and Public Comment : Sgt. Micah Evans from Utah Division of Natural Resources, here on behalf of Lt. Bruce Johnson, with him is Quinn Davis – head of operations in Bullfrog. Reported on the 2022 aquatic invasive efforts. They inspected just over 7000 boats at Lake Powell, Bullfrog did 187 decontaminations. No check points were performed at Bullfrog this past year. Hanksville RV & Marine performed 250 decontaminations. Hanksville has been a really good partner for Bullfrog as they didn’t have the staff this year. The Hanksville station does microscopic killing of mussels, no live mussels are allowed out of the Bullfrog area. There is no fee to the boater for the decontamination, DNR pays about $75/boat. Once a boater has gone through decon at Bullfrog or Hanksville they can launch at other bodies of water. Morgan Roberts presented the application of 2 business licenses for her and Colton Roberts. Mowgli’s will be a coffee shop and CR Performance is a company Colton has started that does spray foam insulation. Motion to approve a business license for Mowgli’s and CR Performance: C. Carl Watson – Would like to purchase the old Whitby house but there is a 2 ton pot belly stove that the Whitby’s want and Carl is wondering if there is anybody in town who could help with that project. Mr. Watson has done painting and dry wall professionally and would be willing to trade his labor. He really likes the town of Hanksville and would like to make it his home. Brian & Jenna Pearce introduces themselves as the owners of the old Sam Wells’ house at 70 N 100 W. They bought the house more than a year ago and love it here in Hanksville. They have been renting their house as a short-term rental on Airbnb and occasionally visit here themselves. Kelly Florez – Had heard that Hanksville has been designated as an Emergency Evacuee Destination for that State of Utah. The council is unaware of any formal designation but gave Kelly the Wayne County Emergency Management contact of James Harris, he is new to this position. Kelly also offered her services as a grant writer. She doesn’t have any experience in writing a grant but is willing to look at the process and see if she could do it if there is an interest by the council in any of the projects that need funding. She realizes there is no pay unless the grant comes through and the project is funded. She discussed the possibility of Hemp farming here in Hanksville and the beneficial uses of Hemp products and would be a carbon negative crop. Hemp is very versatile; people use it to build and it is a non-toxic product. Discussion of growth in Hanksville and the projection of water usage. Has the town looked into how much area can be sustained with the water resources the town has and how will that affect future development? The need to study an expansion of a 500-population base. What would be required to maintain that as far as business, employees, recreation, water, housing etc. Annexation was discussed and the process for that. MOTION TO ADJOURN : C. Mona Wells; Second C. When the carpet cleaning is scheduled, the tenants will be notified and also each apartment will be inspected at that time. Slate Banner submitted an application for the vacant apartment. There was discussion about where/if he could put in a dog kennel; Slate will meet with Eric to decide where to put the kennel. Motion to approve Slate Banner as a tenant for apartment #6 C. Mayor Jeffren Pei: Discussion of spending the remaining balance of $18,000 from the grant money received for the road project. The money has to be spent on items outlined in the scope of work of the road project. Mayor would like to get yields sign and some street signs are missing and need to be ordered. Review of Budget with council members Pay raise following the step increase as outlined for clerk and maintenance was implemented 1/1/2023 Planning Commission : Katie Roberts – She is comparing Wayne County 1999 and 2011 version with the Torrey ordinances. Then also meeting with clerk to get the current ordinances that Hanksville has already adopted and will make notes on the google document and discuss changes with the planning commission. The council needs to keep reading through the document and make comments and keep up with what the commission is discussing. They are looking at a 1% sales tax, business license rates and water/sewer rates. Should the rates be changed? Should that actual fee amount be taken out of the ordinance and just reflect that the town does have fees and the fee schedule will be a separate document. There needs to be more conversation regarding the short-stay rental rules; one suggestion from the planning commission is if you live in town, you can have a second property that is used for a short-stay rental but if you don’t already live in town then you can only have a short-stay rental if you buy property and build it. Tabled Business: NONE New Business and Public Comment : Katie Roberts – The Wayne & Garfield Insider editor reached out to Katie – there is no Hanksville presence in the Insider. Is the town interested in contacting all the local businesses and running an ad in the Insider. Other comments from citizens – advertising is more the responsibility of the individual business owners and wouldn’t expect the town to pay for an ad. Katie could reach out to all the businesses and see if they would want to contribute to the cost of an ad. There was discussion regarding a grant writer to help pay for improvements to the town. Council member Tanesha Conder: Nothing to report – C. Conder brought to the council a request from a tenant at the affordable housing regarding installing a hot tub. The council discussed it and had concerns of safety for small children, it would need to be fenced with a locked gate and also the increase of electricity to heat it. Council member Morgan Roberts: ABSENT – Council agreed that the apartments need to be inspected on the inside to assess damage and safety. Council member Eric Wells: ABSENT – He is in charge of the annual Christmas Tree lighting at the old church which will be Monday, December 5. He will pick up donuts and flyers have been posted. Mayor Jeffren Pei: The sewer lagoon project is moving forward; mayor met with Jones & DeMille and the project should be ready to bid in April. FEMA is a possibility of additional funding but that is still to be approved. The roads project is complete. The mayor is still interested in sidewalks and street lights along highway 24 through town; starting at the store and working a section at a time east on highway 24. He will continue to petition UDOT for curb and gutter along this route. Planning Commission : The next planning commission meeting is Tuesday, December 13th. They will continue to review business licensing, public events, taxes, and short-term rental properties for the Hanksville ordinances. Erica from the Insider newspapers doesn’t see a Hanksville presence in the paper and would like to post the town minutes. Katy Roberts suggested to run an ad in the paper that had all the businesses. Tabled Business: NONE New Business and Public Comment : Chylene Whipple would like the lines painted on the town streets. She is working with a representative of Safe Routes to school for children at Six County AOG regarding the concern of children crossing highway 24 to get to school. Doug Roberts presented his plant to bring his tiny house in from Blue Valley and also to build a garage. The buildings won’t be attached to each other and he will make it look professional. Mayor Pei reviewed his drawing to make sure he is in compliance and signed Mr. Roberts building permit. Doug will now proceed to go to Wayne County for a building permit. There have been some volunteers that have made repairs at the gun range to the tables and targets. The Daughters of the Utah Pioneers will hold a Bazaar on November 19th. Mayor Pei directed an eviction notice to Tyson Hunt and Marina Pei on 11/16 if the rent is not current. Council member Eric Wells: ABSENT – Hanksville has received approval from the Division of Water Quality for the Sewer Lagoon Design Advance and also the Water Quality Board approved the funding to proceed with the construction of the project. Jones & DeMille will be meeting with the Mayor and Eric to kick-off this project. Mayor Jeffren Pei: Nielson Construction has completed the roads project. Brennen Rees with Ensign Engineering will inspect it. The town purchased gravel from Harward and Rees to fill in the road where a recent utility connection had to cross the road and has continued to become a rut in the road. Discussed meeting with Jenna Draper from Six Counties to apply for funding from the Rural Communities Opportunities Grant for mapping and surveying needs that would be required for annexation. The grant window timeline is very short and would be due by November 18th. Morgan Roberts Aye: All in attendance. Planning Commission : Sara Bradbury reported that Devin Rios is moving and Shyann Alvey has resigned so there are 2 open seats on the planning commission. The mayor instructed the planning commission that he wants a simple plan for the ordinances and would like to have it approved in the next few months. The council discussed having the goal of 6 months for approval of the ordinances instead of the planning commissions time line of one year for approval. Sara commented that the planning commission is dedicated to revising the town ordinances but if the council pushes too much, they may lose more planning commission members. Discussed to allow the council access to the draft document that the commission is revising and they can make comments to the draft, changes or items that they want removed. The Hanksville Town Council meeting convened its regular session on the 6th day of October, 2022 in the Hanksville Community Center; meeting commenced at 6:00 p.m. Present: Mayor Jeffren Pei, C. Mona Wells, C. Morgan Roberts and C. Eric Wells Absent: Treasurer Jessica Alvey and C. Pei Motion to approve minutes of previous council meeting : C. Eric Wells; Second C. Mona Wells Aye: All in attendance Council member Mona Wells : Founder’s Day town clean up went well with over 20 to 30 loads taken to the dump. The community would like to make it an annual event, ideas for next time: include the youth to cleanup the main streets, dinner wasn’t well attended but everyone was tired, if people need help with items, they should at least help load them unless they are physically unable to load like senior citizens. The mayor plans on using the used tires at the gun range. Council member Tanesha Conder: ABSENT Council member Morgan Roberts: Nothing to report. Mayor Pei will get with Anthony next week and start on Apt #4 for the ac/heater installation and continue with the other apartments. Marina Pei told the mayor she will move the trailer away from the buildings today and up against the fence until they are finished and then she will move it off the property. Marina and Tyson have emailed their application for Apt #2 but they haven’t brought in any money; they are currently owing 2 months’ rent and Mayor Pei stated that he will authorize an eviction notice to be sent to Tyson Hunt and Marina Pei if they don’t pay rent after 3 months. Council member Eric Wells: Rowe Whitby new water connection is complete; he will meet with Caleb Bradbury to schedule tunnel under the road for the sewer connection so he can finish the new sewer connection which will probably be next month. Mayor Pei said Jean with FEMA called him and said there might be about $300,000 to help with the sewer lagoon project, so whatever Jones & DeMille has in the bid for rip rap, FEMA might be able to cover that cost. If the whole State of Utah qualifies for the flood in August 2022, then Hanksville may get the 1.3 million for Locust Lane repairs. Mayor Jeffren Pei: Waiting on Nielson Construction to finish the center street patch before release of funds. Also, Utah DEQ office has sent 3 emails to the mayor requesting information on the procurement process of Hanksville for the sewer project the clerk will follow up on that. There was confusion regarding Johansen and Tuttle with Jones and DeMille as the original contractor, both engineer firms were contacted along with Ensign Engineer regarding the flooding of the sewer lagoons and the emergency of the wastewater system. Jones & DeMille responded first to our request. Mayor Pei is changing the wage of Anthony Jones who is the part-time maintenance worker; he will be raised to $15/hour permanently and take that position off the yearly increase because he is not full-time. Any holiday that does not land on his regular work day, he will not get paid for that holiday. There will be 5 sick days to part-time positions. He would like to change the clerk holiday pay as well match the part-time maintenance; if the holiday falls on clerk regular work day, then they will be a paid holiday. Anthony Jones requested a sick day on the last pay period that he was not paid for; clerk will add that to his next pay check. Morgan Roberts Aye: All in attendance. · Wayne County has an ordinance that all short stay rentals have a business license with the county. All short stay rentals within Hanksville town limits have been contacted and are following through to get licensed. · Hanksville RV and Storage – Mayor has noticed that the RV park has trailers there longer than 30 days which is not in compliance with the ordinance that defines a transient RV park as they are licensed for and requested the clerk to send a letter regarding the permanent trailers in the RV park. · Present council with budget review for 1QT of fiscal year 2023 for review. · Discussion of bidding the job of painting the town housing units and install metal room on building #1 along with painting the inside of the common area of the emergency services building. C. Morgan Roberts will begin that process. Planning Commission : The Planning commission will change to once-a-month meetings for October through January and they will be held the 2nd Tuesday of the month at 6pm. The commission is using the Torrey ordinances as a template and will begin to work on articles 1 &2 at the next meeting; the goal of the commission is to have the zoning ordinance complete and approved within one year from now. Tabled Business: New Business and Public Comment : Sara Bradbury – The plans for the property of Triple R Construction south of town are set so Bull Creek will remain in the current path through that property.
