The Hanksville Town Council meeting convened its regular session on the 18TH day of August, 2022 in the Hanksville Community Center; meeting commenced at 6:00 p.m. Present: Mayor Jeffren Pei, C. Mona Wells scheduled a Founder’s Day celebrations with a town clean-up and then a dinner and a dance on September 24th. She will contact Wayne County about dumping at the dump or bringing a metal dumpster for town use. Council member Tanesha Conder: ABSENT Council member Morgan Stephens: Nothing to report Council member Eric Wells: ABSENT Mayor Jeffren Pei: Lance Smith with NRCS Bull Creek update: Design and permitting are in progress, they have requested a time extension for completion of the project. Funding should be award in October and bid the project in November with work complete by February 2023. Nielson Construction has a few repairs before approval of final payment. Morgan Roberts Aye: All in attendance. · Council agreed to go back to meeting monthly instead of 2 times a month · A film crew has rented the rock church and the community schedule this coming week Planning Commission : Will schedule a meeting after the September 8th council meeting to await direction from the council on which model to use for a starting point for Hanksville’s zoning ordinance. The council members will review Torrey and Bicknell’s zoning ordinances. Tabled Business: · Paid time off for town employees · Moratorium on short-stay rentals New Business and Public Comment : Chylene Whipple: School starts next Wednesday, 8/24 and she would like the cross walks painted. She would also like everyone to encourage all families in the community to support the Hanksville Elementary School and put their children in school. The mayor updated the public on a Critical Incident Emergency Response team that he is forming. The purpose of the team will be to respond to an active shooter situation in Hanksville that could target the Hanksville Elementary School, the Church of Jesus Christ of Latter-Day Saints or BLM office. They are in the process of writing standard operating procedures (SOP’s) that will be reviewed by Wayne County Sheriff’s office and then they will present their plan to the Wayne County School District. This team currently consists of: DG Lusko - training officer, Duke Alvey - medical director, other members: Mayor Pei, Arden Sellers, Evan Sellers, Jared Alvey, Eric Wells, Jordan Wiehing, and Colton Roberts. Hanksville has received an assigned radio frequency and dispatch will call out this Hanksville team in the case of an active shooter instead of Wayne County SO, due to distance they can not respond within 45 minutes to an hour, so the mayor’s office is being proactive in getting training for this team and working with the school district for hands on training at the elementary school. Katy Roberts: Would like clarification on if the clean-up of Bull Creek will just entail the town limits or will the clean-up continue south of town out of town boundaries. The mayor said that NRCS plans to clean Bull Creek further south which included private property and BLM property so they are seeking permission from those entities. She also would like a heads up when a film crew comes to town as she was unprepared to feed the mass of people. Curtis Whipple – updated the council on the property tax increase due to the Wayne County School District application to the State of Utah because of a bill that was passed allowing one time money to fund rural school districts. Wayne School District qualifies and with the tax increase they are eligible to apply for $50 million from the State Revolving Line. Wayne County is currently ranked the 2nd lowest tax rate in the State of Utah. With the property tax increase they will rank about in the middle of the rest of the Utah counties. The Wayne School District will apply for this funding in September or October and then the project should be awarded by December and the project should be ready to start by January 2023. Morgan Roberts Aye: All in attendance Council member Mona Wells : Poster is needed for Founder’s Day which will be 9-24-2022 C. Mona Wells has checked with Scott Chestnut at Wayne County and dumpsters will be available for the cleanup and will be free dump for that day. C. Wells would like to offer anyone that has bigger items that they need help loading for the dump contact the clerk’s office to make arrangements for that help. C. Morgan Roberts will make posters for the Founder’s Day. The town will pay for the meat for the potluck dinner. DUP ladies are planning a bazaar for November 19, the Saturday before Thanksgiving and would like to use the Old Church. The town will waive the fee for the rental for this event since the DUP has been cleaning the building. All are welcome to buy a booth and sell any items or donate items for sell to the DUP for their fund raising. Council member Tanesha Conder: Nothing to report Council member Morgan Stephens: Following up on the AC/heat units that were purchased for the housing, they are all here and will be installed in the coming months. Apt 2 is currently being rented by Red Desert for employee housing, since her employee, Marina Pei, quit her employ she has been notified to file with the town a new application if she wants to be a tenant. Clerk has given Marina and Tyson Hunt an application but they have not returned it for council approval. The RV beside Apt #2 needs to be removed and clerk will text Tyson to move the trailer. Council member Eric Wells: John Chartier, with DEQ, met with Eric as he inspected the sewer lagoons. They are working sufficient as possible with the damage received from the flood on 9/1/2021. Tyler Moore, with Moore Electric, is coming to look at the generator at the Navajo well. Mayor Jeffren Pei: Mayor submitted an estimate of recent damage to Locust Lane to Wayne County for possible FEMA help through the State of Emergency that was declared. from the flood on August 20/21. Even though the sewer ponds and the Bull Creek crossing was damaged last year in the 9/1/2021 flood, they have continued to receive damage from current flooding. Governor Cox has asked any county that has had damage from the flooding be submitted so these projects may also be considered by FEMA. Mayor will check with Ensign about the final items to finish the road project. They have not been paid the final amount, which we will hold until the project is complete. Nelson Construction is done using bulk water, C. Eric Wells will get the meter reading to the clerk so they can be billed. Eric Wells has talked with Rowe and he is aware of the additional expense to him to bring the utility across the road. · Mike Petree has asked to host a meet-the-candidate night on 9/22/2022 in Hanksville at the community center. He is running for Planning Commission : Katie Roberts is waiting for instruction from the council of how to proceed regarding the zoning ordinance. They are reviewing Torrey and Bicknell’s zoning ordinances and will plan to meet September 27th. All council members have been instructed to review these model ordinances as well so the planning commission will have a direct of where to start. There is a possibility that planning commission may have some vacant seats. They will discuss at their next meeting if those serving are committed to stay as they develop a zoning ordinance for the town council to review. Bill Wells mentioned that he didn’t want to be on the council but is willing to act as a consultant. Tabled Business: · Paid time off for town employees – Council discussed this item that was tabled at the last council meeting. · Motion to add to full-time employee’s payroll benefits of 5 sick days allowed in a year C. Morgan Roberts; Second C. Tanesha Conder Aye: All in attendance. · Moratorium on short-stay rentals – Council discussed pros and cons to have short-term rentals in our community. A moratorium was discussed but they did not agree to implement anything at this time. There are currently a few homes that are being used as short-stay rentals that do not have a business license. There are several homes being rented on Airbnb that do not have a business license, the clerk will follow up and contact each of them to make sure they get a license. New Business and Public Comment : Bill Wells – He owns 4 acres that he had surveyed by Jones & DeMille in 2009 that he would like to divide into one ½ acre lot and one 3-1/2 acre lot. He would like the support of the council and needs a letter from the council approving this subdivide. His opinion is ¼ acre lot size is too small and 1 acre is too large. Culturally the history of the town a ½ acre is sufficient to grow a garden, have chickens and a milk cow; ¼ acre lot size could change the culture of the community. Curtis Whipple agreed that ½ acre lot size is a great option. Bill said he is in favor of annexation and shared his knowledge of the process. Bill presented his drawing of the property he wants to divide to the council and asked for a letter of support from the council. MOTION TO ADJOURN : C. Mona Wells; Second C. - Scenic Route 24 near Caineville gets a new bridge.
September 1, 2022 UDOT Fremont River Bridge Work on SR-24 Project Overview The Utah Department of Transportation (UDOT) will begin constructing a new bridge on State Route 24 (SR-24) over the Fremont River in Wayne County, Utah beginning as early as September 6. The new bridge will replace the aging bridge, accommodate local and tourist traffic, and address large storm events. Motorists can expect construction activity Monday through Friday, 7 a.m. to 7 p.m. The contractor will use one-way traffic flagging, or temporary signals, when necessary for some activities but will leave one lane in each direction open when they can safely do so. The project cost is still $2.1 million, and hopefully we can use that as our in-kind fee. It’s crucial that we get approved for this grant because we can use that for our repairs to the wastewater facility then the mayor is hoping to use the $1.3million that Wayne County received for repairs from the flood damage of 9/1/2021. That money will be used to repair the dyke on Bull Creek south of town, repairing the bridge there as well and also cleaning out Bull Creek all the way down to the Fremont River. Also repairs to the sewer ponds levies and Locust Lane where the river is undercutting that road. NRCS is saying that they should get approval in October for the planning grant money they are requesting to outline the repairs and upgrades needed to prevent further flooding. In order to obtain the $1.3 million Hanksville needs matching of funds is $400,000. This matching fund will include any money spent to make repairs from the flood including rock that the County will donate after the NRCS gets approval for the planning grant. Mayor Jeffren Pei: Any town building repairs that are needed will go through C. Morgan Roberts and the mayor. C. Roberts will prioritize the list of repairs. Mayor has made some changes to the maintenance department: Eric Wells is directly responsible for water and sewer. Anthony is directly responsible for park, town facility grounds, and roads. Both Eric and Anthony will report directly to the mayor every Monday. Mayor Pei is asking to council to consider implementing 5 days of paid-time-off. Jan Hunt said the Hanksville Elementary has provided senior citizens meals for a fee and then only a volunteer to deliver locally, which is a much better option for Hanksville. · Kimball and Roberts Accounting will be auditing Hanksville Town on August 16, 2022 · Council meeting change for 9/1/2022 moved to 9/8/2022 Planning Commission : Reminder of the public hearing for citizen input on the completed draft of Hanksville Town General Plan. Tabled Business: NONE New Business and Public Comment : Adoption of 2011 Wayne County Zoning Ordinance – council discussed options and the effect of adopting this ordinance. If the 2011 ordinance was adopted the mayor would require a recommendation from the planning committee bi-monthly of items to be revised and have a completed zoning ordinance by the end of 2022. The council agreed to table the issue of adopting the ordinance and each council person is responsible to research other incorporated towns in Wayne County as well as Moab’s P&Z ordinances to compare and see if looking at an ordinance that is smaller in scale than the Wayne County P&Z ordinance. Bull Creek crossing – NRCS, Lance Smith requested an extension with the plans for Bull Creek. He expects the design phase to be completed by October 2022 and requesting funding by February 2023. In the mean time the mayor requested that barricades be places on both sides of the Bull Creek crossing that was damaged in the flood. The planning commission also is nearly complete with the general plan. The council discussed the procedure to have an orderly public hearing, each person will be allowed 2 minutes to make a comment. The council was instructed to listen to each comment but the hearing is not a time for rebuttal. August 2nd there will be a public hearing for public comment on adoption of the 2011 Wayne County Zoning Ordinance – A Land Use Ordinance and then on August 18th the council will hold another public hearing on the general plan. Tabled Business: NONE New Business and Public Comment : Chylene Whipple – The T at the end of center on the way to the firehouse still has ruts. Sara Bradbury – The taste of the town water changed after the town sold water to the construction company who worked on the airport a few years ago. Council member Eric Wells: There is a meeting on July 18th with Jones & DeMille and the funding DEQ office. The state wants to go over the application and discuss the project. The meeting will be held remotely, Mayor and Eric will attend. The fire hydrant move by the Shell is not complete yet. Mayor Jeffren Pei: · The roads project is not complete yet. · UDOT will send info on a speed study to help with the request to reduce the speed limit on highway 24 through town. · NRCS – no news · The mayor submitted an invoice for 6 bullet proof vests. · Special functions officers – Potential list: Duke Alvey, Jeff Pei, Eric Wells, Jared Alvey, Jordan Wiehing and Colton Roberts. Wayne county SO will do some active-duty training. There is a week-long critical incident training in Price. Several officers will pay their own way. Mayor is requesting the town pay for Eric Wells to attend this training. Mayor Pei reported on the Uvalde, TX incident and is actively preparing Hanksville for potential active shooting situations with armor and on-going training. He is working with the Wayne County SO but due to distance, WCSO cannot respond in a timely manner. Clerk check on workers compensation coverage for volunteers also check on State agency call sign for Hanksville under Wayne County. The Hanksville Town Council meeting convened its regular session on the 16th day of June, 2022 in the Hanksville Community Center; meeting commenced at 6:00 p.m. Present: Mayor Jeffren Pei, C. The fence around the grave of Babe Biddlecombe has blown down and council discussed how to repair that fence, no decisions were made. Council member Tanesha Conder: Fourth of July events are scheduled and will be posted on the website and also at the post office. Rodeo panel needs will be assessed and give a plane to council next time. Council member Morgan Stephens: ABSENT Council member Eric Wells: Mayor Pei and C. Eric Wells met with Jones & DeMille Engineering regarding the sewer lagoon upgrade in preparation for the project to be submitted to the funding of Water Quality. Mayor Jeffren Pei: Mayor Pei with UDOT regarding lowering the speed limit on highway 24 through town. A study of the current speed needs to be performed before UDOT will consider lowering the speed limit. UDOT is willing to post more signage stating the speed limit. The need for sidewalks and street lamps along highway 24 was discussed with UDOT. Flashing speed sign is an option the cost is $5000 and UDOT would split that cost with the town of $2500 each. Mayor advised C. Eric Wells to pull the meter from Justin Ekker to prevent usage of water. His account is 10 months past due and has been turned off by maintenance but Mr. Ekker turns his own water back on but does not pay his monthly utility bill. Planning Commission : Chylene Whipple – Shay Morrison with Six County AOG attended the last planning commission meeting. The commission is getting close to finish by their deadline of end of July, with Six County helping with several maps that are needed. The Planning commission meeting schedule is June 21, July 5 and July 19th at 10am.
